Operational Excellence Redux

Regular closing time shortened from 3:15 p.m. to 1:30 p.m.

This picture says it all.  How does the District respond to the overwhelming volume of parents trying to enroll their children as students in Sac City?  It reduces hours of operation.

Is this what Superintendent Banda means by achieving operational excellence by improving customer service?
