Recently the district and SCTA sent out a Joint Communique regarding self-surplus.  We have received several questions concerning self-surplus and we would like to try and answer some of them.

Q: How would self-surplusing affect my district wide seniority?

A: It has no effect on your seniority.  Seniority is determined by your hire date and self-surplusing will not change that date.

Q:  What happens if I choose to self-surplus myself?

A:  The language for the process is covered under Article 8.5.3 of the collective bargaining agreement.  For the 2011-12 school year the district will hold a Self-Surplusing Fair where surplused members can come and talk with Principals and ask questions about school they might like to surplus too.  All open positions will be posted and continuously updated throughout the process as more senior employees are placed.  After the Fair the process will begin with the most senior member picking two (2) open positions that they are certified for.  The district will choose one of the two (2) options and place the employee in that position.  You choose from two open positions that you are qualified for and you are guaranteed to be placed in one of them.

Q:  Can you return to your original school if you do not like the choices?

A:  No.  You have no right of return to your previous position if you choose to self-surplus.  The only way you could return is if your previous position was still available when your turn came to pick.

Q: Can my administrator force me to self-surplus myself?

A:  No.  Only you have control over your option to self-surplus yourself and only you can decide to make that decision.  Please report any attempts to force a member to self-surplus to the SCTA office.  This was not intended as a way of administrators to harass members.
